Norskprøve B2 for health authorisation: what nurses and doctors need

If you trained as a nurse, doctor, dentist or other health professional outside the EU/EEA, the Norwegian test is the first gate on the way to Norwegian authorisation. You cannot start the other additional requirements until it is done.

This page sums up what Helsedirektoratet asks for, in plain English, and how to get all four subtests to B2. Helsedirektoratet decides your case, so check helsedirektoratet.no for the current rules before you plan.

The short answer

According to Helsedirektoratet, you must pass an approved Norwegian test at level B2 to be granted authorisation in Norway. The approved Norskprøve, run by HK-dir, counts only with B2 on all subtests: reading, listening, writing and oral.

That last part is the trap. A B2 in reading, listening and writing with a B1 on the oral does not meet the requirement. Every subtest has to be B2.

Language comes first

For applicants educated outside the EU/EEA, Helsedirektoratet lists the additional requirements in this order, and says the language requirement must be completed before you can be admitted to the others:

  • Norwegian at B2 (the language requirement).
  • Course in Norwegian health services, health legislation and society (nasjonale fag).
  • Course in safe handling of medicines, for pharmacists, doctors, nurses and dentists.
  • Professional proficiency test, for doctors, nurses and dentists.

The clock is running

Helsedirektoratet says the additional requirements must be completed within three years from when your education is considered equal, with three attempts at each course. Every month you spend stuck on the language test is a month less for the courses and the proficiency test. So treat B2 as the first project, not a side task.

What else counts as B2

Besides the Norskprøve with B2 on all subtests, Helsedirektoratet accepts some other proof, such as Test i norsk, høyere nivå (the old Bergenstesten, passed on both oral and written, though it is discontinued and only old results count), certain Norwegian upper secondary or university exams, and some complementary programmes. For most adults abroad or newly arrived, the Norskprøve is the practical route.

Educated in the EU/EEA?

Health personnel educated in the EU/EEA generally do not have to document Norwegian at authorisation. The responsibility moves to the employer, who must make sure you can work safely in Norwegian. In practice, hospitals and municipalities usually expect B2 for jobs with patient contact, so the same preparation applies.

Where health professionals usually get stuck

The Norskprøve tests general Norwegian, not medical Norwegian. You will not be asked about dosages. You will be asked to argue for an opinion in writing and to discuss everyday and social topics out loud. Many health workers read well and fall short on writing or oral, because those need production, not recognition.

  • Writing: B2 expects a structured text with an opinion, reasons, a counterargument and a conclusion, using linking words like derfor, likevel and på den ene siden.
  • Oral: B2 means you keep a discussion going, compare, give examples and react to what the other person says, not just answer in short sentences.
  • Listening: fast speech and dialects. Daily exposure matters more than the volume of grammar you know.

A preparation plan

Take a timed practice test in all four skills first. Your weakest subtest decides when you can apply, so give it most of your time.

'På den ene siden ... på den andre siden' (on the one hand ... on the other) presents both sides of an issue. That is exactly what B2 writing and oral tasks reward. The other sentences are correct but only describe.
