What each level proves
B1 is solid independent Norwegian: you handle everyday situations, follow clear standard speech, and write simple connected text. B2 is a real step up: you follow detailed and abstract topics, catch opinion and attitude, and argue a position clearly in writing and conversation. The gap between them is mostly about producing nuance under pressure.
Which level your goal requires
Match the level to the requirement, not to your pride. As of the 2025 rules, permanent residence asks for a lower oral level and citizenship asks for B1 oral, so for those, B1 may be enough. B2 is the level that opens doors that B1 does not: health authorization for nurses and doctors, many university programmes, and a lot of qualified jobs explicitly ask for documented B2.
If your goal is work, study or a regulated profession, plan for B2. If it is residence or citizenship, confirm the current oral requirement and you may not need to climb all the way to B2, though many people still do for the career upside.
